2 month old with nasal congestion, could it be allergies?

My first child is 2 months old, she's had nasal congestion since birth. Some times it's better than others, but it's always there. I use a warm steam vaporizer with Vicks inhalant at night, I use saline drops SEVERAL times a day, bulb suction her nose & hardly get anything, none of this is helping. She saw her pediatrician a week ago because she was really congested & fussy for 10 days. I thought I'd waited long enough before I took her to the dr. he said she just had a cold. It's been 2 1/2 weeks now & she's still not over her "cold". I asked if it could be allergies, he didn't think so because she's had it since birth & babies aren't born with allergies, which I know that you have to develop an allergy you don't just have it. She sees her pediatrician tomorrow for her 2 month check-up & first immunizations, I'll ask again, but wanted to get some input from other parents. Any suggestions or ideas?!?
