I honestly don't know the answer this time: The $13 - $15 that Obama lets us keep in our check each week...?

does it come out of our refund at tax time? In other words, will my refund be that much smaller? Like I said, I'm honestly not clear on that. If it does come out of my refund, is that really a tax cut or is it just a "refund anticipation loan"?
